i tweaked the brightness/contrast, curves, turned it b+w, then did a navy blue overlay to add a hint of the blue over the black. then i added the bubble and wordart and then a white border.

Changed the levels and curves, added a vignette, and a slight vintage wash

Here's mine. I was almost lost without actions. I love high contrast, so I did some of that (which kind of blows it out I guess ), added a hot pink layer and then texturized the background a bit just for learning purposes.
